As the Ondo State governorship election approaches on November 16, 2024, the Inclusive Friends Association (IFA), a non-governmental organization, has urged the Independent National Electoral Commission (INEC) to make special provisions to ensure that persons with disabilities (PWDs) can vote comfortably and without hindrance.
Speaking in Akure, Ondo State’s capital, IFA’s Director of Programmes, Molly Joshua, called on INEC to prioritize accessibility and implement measures allowing PWDs to vote as soon as they arrive at polling stations. Joshua stressed that polling units should be set up on flat, barrier-free surfaces for easy access. Additionally, he emphasized the importance of treating Braille ballot guides as sensitive election materials, ensuring that these guides are available to visually impaired voters at all polling units.
IFA also recommended that INEC visibly post Form EC30E, which provides Election Day instructions for PWDs, at polling sites, facilitating its efficient use. According to Joshua, positioning ballot boxes to enable independent voting for PWDs is another critical adjustment that could enhance their voting experience. Furthermore, INEC polling officials should be directed to complete the Persons with Disabilities Form EC40H, allowing for the collection of essential data on PWDs for improved future planning and cost management.
To further promote inclusivity, Joshua called for collaboration between INEC, IFA, and other organizations focused on disability rights, urging INEC to update voter data to reflect PWD demographics accurately. He also suggested that qualified individuals from the PWD community be recruited as INEC staff and ad-hoc personnel, with proper training provided to staff on the use of assistive materials.
“INEC should actively engage with the PWD community and maintain strong coordination with security agencies to ensure safe and efficient polling,” Joshua added, underscoring that an accessible environment would encourage more PWDs to participate in Nigeria’s electoral process.
The IFA stressed that these recommendations are necessary to create an inclusive voting environment, enabling PWDs to exercise their political rights fully. By implementing these adjustments, INEC can foster greater inclusivity and support the electoral engagement of PWDs across Ondo State.
